Missouri State Representative Peter Meredith introduced House Joint Resolution 91 that would amend the Missouri state constitution to require a background check for all firearm transfers, as well as requiring a permit to carry a concealed firearm. If this resolution were to pass the state legislature it would appear on the November ballot and require a majority of Missouri voters approval. HJR 91 is awaiting a committee referral.

In Missouri, under current law, introducing colleagues, friends and family to shooting sports is simple and hassle-free. Private firearm transfers do not require a background check in Missouri. Also, anyone 19 and older can carry a concealed firearm without a permit.
Amending the Missouri State Constitution to require background checks and concealed carry permits would be unprecedented in any state, but especially a state with firearm transfer laws that in their current form are among the most notable in the U.S. for upholding citizen rights.
“The author’s proposed constitutional amendment is not only radical, but also a truly dangerous infringement on the inalienable rights of Missourians,” said Jacob Hupp, associate director of state services at the Sportsmen’s Alliance.
