Yesterday, April 8th, the Colorado House voted 38 to 21 to pass Senate Bill 24-066, the bill to track the credit card purchases of sportsmen. Sadly, this bill will now head to Governor Jared Polis for consideration.
Please use our Take Action button to email the Governor urging him to veto SB24-066. We need to remind the Governor that criminals are not using credit cards to purchase firearms from retail stores. The only people who will be tracked with this code are law-abiding sportsmen and gun owners.
SB24-066 allows credit companies and payment processors to use merchant category codes (MCC) to track credit card purchases of firearms, firearm accessories, and ammunition.
Also, yesterday, House Bill 24-1353 passed the House Committee on Finance by a 6 to 5 vote. HB24-1353 has been referred to the Committee on Appropriations.
HB24-1353 creates a duplicative state permitting system for federally regulated firearm license holders. It also adds additional conditions and requirements for dealers, random inspections, and severe penalties for violations. Federal Firearm Licensed (FFL) dealers are already required to be licensed by the federal government and are highly regulated.
House Bill 24-1349, Colorado’s “sin” tax bill, has also been referred to the House Committee on Appropriations.
HB24-1349 levies an 11% excise tax on the gross taxable sales of firearms dealers, firearms manufacturers, and ammunition vendors from the retail sale in the state of any firearm, firearm precursor part, or ammunition and requires the excise tax revenue to be spent for crime victim support services, gun violence prevention, safe and lawful gun use, and enhancement of school safety. If passed, HB24-1349 will be placed on this year’s general election ballot in November.

HB 24-1270 requires firearm owners to maintain a liability insurance policy that covers losses or damages to a person, other than the policyholder, who is injured on the insured property as a result of any accidental or unintentional discharge of the firearm.
