The 2026 Oregon legislative session has officially adjourned sine die, and while the dust is settling in Salem, the news for sportsmen is frustratingly familiar.
The Impact of HB 4145-B
The primary vehicle for legislative action this session, HB 4145-B, has been sent to the Governor’s desk. While the version that passed was significantly stripped down from its original form, don’t let the lack of “teeth” fool you. By passing this measure, the legislature has effectively kicked the can down the road by delaying the implementation of Ballot Measure 114 until January 1, 2028.
Instead of providing the clarity or the full repeal that Oregon’s law-abiding hunters and shooters deserve, this move keeps the shadow of BM 114 hanging over our heads. It delays the inevitable legal and administrative reckoning of the measure’s unconstitutional permit-to-purchase system and magazine capacity limits, leaving our community in a state of perpetual uncertainty.
The State Constitutional Fight
While the legislature stalls, the most critical fight remains in the Oregon Supreme Court. Following a disappointing Court of Appeals ruling, the state’s highest court heard oral arguments in November 2025.
We are currently awaiting a final decision on whether the initial Harney County ruling, which correctly found the measure violates the Oregon Constitution, will be reinstated. HB 4145-B specifically notes that this delay is not intended to impact the court’s authority to rule on the measure’s constitutionality.
A Strategy of Delay
The Sportsmen’s Alliance remains firmly opposed to this strategy of delay. “Kicking the can” is not a victory for the Second Amendment; it is a stall tactic that ignores the fundamental flaws of a measure that remains unconstitutional.
We will continue to monitor the Governor’s desk and the court’s upcoming decision. Our mission remains unchanged: protecting your right to hunt, shoot, and own the tools necessary to do so without government overreach.
