Yesterday, in a signing ceremony surrounded by those who work to destroy firearm ownership and your Second Amendment rights, Governor Jared Polis signed SB25-003 into law. This egregious action solidifies that Governor Polis and the animal extremist and gun control legislature have no respect for the law-abiding sportsmen and gun owners residing in the Centennial State.
SB25-003 requires Coloradoans who want to purchase a firearm to first apply for and be approved to receive a firearms safety course eligibility card. Let’s just call a spade a spade, a permit-to-purchase card. The process to receive a permit-to-purchase card entails taking and passing either a 4- or 12-hour (must be provided on two different days) in-person firearms safety course (on top of your hunter safety course), fingerprinting, passing a criminal background check and paying an undecided fee.
Even if you pass the firearm safety course and criminal background check the sheriff can still deny the application if they believe that documented previous behavior makes it likely that the applicant will present a danger to themselves or others. This law will take effect August 1, 2026.
As previously reported, there is no minimum or maximum fee for the cost of the criminal background check, fingerprinting, database maintenance, etc., which will likely cost at least $200, as the governor is quoted saying, “the current goal is to ensure Colorado Parks & Wildlife’s firearm training costs are under $200.”
The Sportsmen’s Alliance thanks those legislators who stood strong and opposed SB25-003 and members and sportsmen who took action contacting their legislators and the governor.
We will continue to track the implementation of the permit-to-purchase card and we are willing and prepared to protect the interests of our members in the Centennial State, whatever that may look like.
