Tomorrow, Wednesday, April 9, at 8 a.m., in room E2.014, the Trade, Workforce & Economic Committee has scheduled a public hearing on legislation that will ban the retail sale of dogs and cats in the Lone Star state.
Texas is full of reputable dog breeders, and they deserve to have every opportunity and option available to sell their dogs. Unfortunately, HB 3458 would ban a selling option for a reputable breeder.
HB 3458 bans a pet store from selling, offering for sale, or facilitating the sale of animals not bred by the store, but may provide a space to showcase a dog for the purposes of adoption from an animal-control agency or non-profit that accepts homeless or unwanted dogs with the purpose of finding a permanent home for the dog.
Just two years ago, Texas passed a law requiring sporting dog hobby breeders to register as “commercial breeders” in the state, with all the red tape to go with it. Texas politicians have evidently fallen in love with the notion that their job is to throttle the freedom of law-abiding sporting dog enthusiasts as they seek favor with the animal welfare crowd. When will enough be enough?

Animal extremists think this will help reduce “puppy mills” from selling dogs at pet stores, but we know that HB 3458 will do nothing of the sort. Texas has strict laws regarding animal abuse and this bill is nothing more than “feel-good” rhetoric that does nothing to reduce animal abuse.
“This is yet another outrageous proposal by animal rights extremists who will not stop until all sporting dog enthusiasts are driven right out of the Lone Star state,” said Todd Adkins, senior vice president at the Sportsmen’s Alliance. “These liberal animal-rights bills will not stop until sportsmen rise up and beat each and every one of them.”
