Summary: The House Committee on Natural Resources has launched a formal investigation into radical environmental and animal-rights groups for weaponizing federal statutes like the ESA and EAJA to fund anti-hunting litigation at taxpayers’ expense.
For decades, America’s sportsmen have watched millions of dollars in taxpayer funds get siphoned away from real conservation and funneled into endless anti-hunting litigation. Multi-million-dollar preservationist groups have mastered a lucrative profit model: weaponizing federal statutes like the Endangered Species Act (ESA) and the Equal Access to Justice Act (EAJA), forcing the federal government into “sue and settle” agreements, and sticking hardworking taxpayers with the bill.
Now, Congress is finally stepping in to pull back the curtain.
Investigating the Lawfare Machine
In a monumental development for accountability, the House Committee on Natural Resources—led by Chairman Bruce Westerman and Subcommittee on Oversight and Investigations Chairman Paul Gosar—launched a formal investigation into 19 radical environmental organizations. The committee is targeting these groups for exploiting statutory fee-shifting provisions to build powerful, taxpayer-funded litigation machines.
As the committee noted, these organizations operate as taxpayer-funded law firms, utilizing emotive messaging to end scientific wildlife management and resource management activities by bringing lawsuits before activist judges, only to turn around and use their court victories for further fundraising.
“The House Committee on Natural Resources is conducting oversight related to the outsized influence preservationist environmental nonprofit organizations wield over the federal government, law, and natural resources policy. The Committee is particularly concerned with [the organizations’] coordinated capitalization on misleading and emotive messaging to build powerful and profitable litigation machines funded by taxpayer dollars through the exploitation of statutory fee-shifting provisions. In order to ensure compliance with Congress’ legislative intent for statutes with fee-shifting provisions and inform legislative reforms to prevent abuse by radical environmental groups, Congressional oversight of [the organizations’] lawfare campaigns and subsequent fee awards is imperative.”
The Sportsmen’s Alliance Experience: Proof in the Trenches
The Sportsmen’s Alliance has long exposed how these groups manipulate the legal system to bypass biological reality and dismantle our outdoor heritage. The need for this congressional oversight is glaringly obvious in the battles our legal team fights every day.
Time and again, we have confronted extremist groups using the courts to subvert science-based management. Whether we are fighting to defend the relentless legal attacks against state-managed wolf populations from Minnesota, Wisconsin and Michigan in the Great Lakes to the Northern Rocky Mountain states of Montana, Wyoming and Idaho, as well as litigating the delisting of recovered grizzly bears in those same Western states, protecting public land access and affordability nationwide, or stopping abuse of the ESA to end trapping from Maine to Minnesota, the playbook of radical animal-rights organizations remains the same: bypass the legislature, sue an agency, and collect legal fees on the taxpayer’s dime.
Standing Watch for the Future
The House investigation marks a critical turning point in exposing the cozy relationship between activist litigants and federal administrative overreach. True conservation relies on sound biological science, state expertise, and the active participation of hunters, anglers, and trappers—not endless, taxpayer-subsidized courtroom obstruction.
The Sportsmen’s Alliance will continue to provide the real-world evidence necessary to support these vital congressional inquiries. We remain eternally vigilant on behalf of the sportsman community, fiercely defending the future of our outdoor traditions in the halls of Congress, the statehouses, and the courts.
The Sportsmen’s Alliance guarantees hunting, fishing and trapping for the American sportsman now and forever. We’re there when sportsmen need us most. We are the only organization specifically created to protect the individual hunter, angler and trapper – no matter the threat. We will never compromise when it comes to defending our way of life in the courts, in the legislatures, in the public square and at the ballot box. We make this promise to the American sportsman: we will never give up and never give in while proudly securing our future against those seeking to destroy our values, beliefs, and traditions.
