The Standard of Canine Care Bill, House Bill 1412, is on its third reading and will be up for its final vote on the Senate floor as early as Monday, Feb. 19. HB 1412 establishes a statewide standard of care for dogs sold by commercial dog breeders and brokers, retail pet stores and animal rescue operations while ensuring hobby breeders and small sporting and hunting dog breeders are protected from the bureaucratic red tape that is required by a commercial business or animal rescue operation.
