Legislation that would increase the number of dogs that an individual can transfer from 25 to 35 before being subjected to commercial regulations has passed the House of Representatives and will now be considered by the New Hampshire Senate.

House Bill 371 helps to address the concerns of sportsmen and hobby breeders who are concerned that the newly established definition of pet vendor (enacted in 2019) unfairly regulates small breeders the same way as high-volume operations. The new law could result in someone who sells as few as two litters to be treated as a commercial entity, which carries with it increased costs and regulations. Raising the threshold from 25 to 35 will help ensure the new law targets those who are really operating at a commercial level.
