Friday, Feb. 24, was crossover day for the 2023 North Dakota legislative session. Crossover means that if a bill did not pass out of its house of origin, then it is essentially defeated for the year.
Below is a list of some of the bills that have passed crossover and are of interest to sportsmen.
HB 1134 allows members of the North Dakota National Guard who live outside the state to pay resident fees for hunting and fishing licenses.
HB 1224 allows a dog handler to carry a handgun during the recovery of a big game animal.
HB 1233 allows an 11- to 13-year-old who holds a youth deer hunting permit to hunt in the regular gun season.
HB 1409 removes the state’s requirement that the nonresident youth hunter’s state of residence provides reciprocal licensing agreements to allow the purchase a resident license to fish and hunt small game and waterfowl.
HB 1340 enhances the preemption of firearms giving the state the sole authority to regulate firearms.
HB 1487 prohibits financial entities from using merchant codes to track firearm and ammunition-related purchases on credit cards.
HB 2297 allows the issuance of a lifetime combination license to certified game and fish department volunteer instructors.
SB 2382 changes multiple areas of the current law regarding motorboat registration and lowers the classification of offenses and fine amounts.
