Yesterday, March 4, the Senate Rules Committee amended and recommended “do pass” on HB 4145, a bill to implement and modify provisions of Ballot Measure 114, including expanding processing timelines, increasing fees, delaying enforcement, and adjusting training and eligibility. The amended version HB 4145 B was stripped of its most controversial fee and timeline increases, leaving the much-needed January 1, 2028, extension of the start date for mandatory purchase permits.

Provisions Removed from the Original Bill
The original bill would have:
- raised firearm permit fee from $65 to $150, and
- doubled the background check/permit review window from 30 to 60 days.
Current Legislative Status
With the March 8 adjournment date just days away, HB 4145 B is already being fast-tracked through the rest of the legislative process and to the Governor’s desk.
