Earlier this week, the House gun-control majority in Washington passed House Bill 1163, the freedom-cratering bill requiring Washingtonians to apply for a permit-to-purchase, by a vote of 58 to 38. HB 1163 has moved to the Senate and has been referred to the Senate Law & Justice Committee. It has not been scheduled for a hearing yet.
House Bill 1163 requires a permit-to-purchase and enhances requirements relating to the purchase, transfer and possession of firearms.
The House Appropriations Committee did add an important amendment to HB 1163, stating, if specific funding for the purposes of this act, referencing this act by bill or chapter number, is not provided by June 30, 2025, in the omnibus appropriations act, this act is null and void. Even the Appropriations Committee recognizes that the state, which is facing a budget deficit upwards of $15 billion in coming years, cannot afford to set-up a new database to track law-abiding sportsmen and gun-owners.
