Yesterday, February 10, after the outpouring of opposition testimony in the New Jersey Senate Economic Growth Committee, the bill sponsor decided to hold his bill to license and regulate dog trainers in the Garden State. This does not mean the bill is dead. Our Government Affairs (GA) Team will continue to monitor S3814. We will inform you should S3814 return and need any action from you.
As previously reported, Senate Bill 3814 is redundant and would cause more bureaucrat red tape on reputable dog trainers with zero chance to benefit animal welfare.
The bill establishes the Dog Training Licensing Board and provides authorization for the board to, among other items: 1) develop educational and experiential requirements for licensure as a dog trainer; and 2) adopt rules and regulations regarding dog training. The bill will also establish an evidence-based, humane training code of practice that aligns with current welfare principles and incorporates scientifically endorsed methods that preclude the use of aversive training methods.
