Yesterday, Feb. 28, the Senate Veterans and Public Safety Committee recommended favorable passage for Senate Bill 148, the Second Amendment Financial Privacy Act, a bill to protect the credit card privacy rights of sportsmen. The Senate quickly took up the bill and passed it 25 to 7. SB 148 will move to the House for consideration.

The Second Amendment Financial Privacy Act, SB 148, prohibits payment settlement entities, merchant acquiring entities, and third party settlement organizations from assigning MCCs or otherwise classifying merchants of firearms or ammunition separately from general merchandise or sporting goods retailers.
As previously reported, in 2022, the International Organization for Standardization (ISO) approved the creation of a new merchant category code (MCC) for firearm retailers to use when their customers use a credit card to purchase firearms and ammunition. At the time, big credit card companies like American Express, Mastercard, and Visa paused the implementation of MCCs.
Since then, California passed legislation allowing credit purchases of firearms and ammunition to be tracked. Big credit card companies are moving forward to comply with California’s new law. It is now more important than ever for the Buckeye State to protect its sportsmen’s credit card purchase privacy.
