On, Sunday, June 25, the 2023 Oregon legislative session adjourned sine die. This means the regular legislative session is completed for the year.
After a six-week walkout by the Senate Republicans and deals made, the Republicans returned to work to finish out the 2023 legislative session. As you are well aware and we previously reported, Gov. Tina Kotek and Attorney General Ellen Rosenblum’s bill, House Bill 2005 would have prohibited persons 18-to-21 years of age from possessing certain categories of firearms, restricted private individuals from making their own firearms for personal use, weakened Oregon’s preemption law by allowing localities to prohibit concealed carry in public buildings and on their grounds AND legislatively implemented Ballot Measure 114.
One of the deals to return to the capital required amending several of the concerns of sportsmen out of HB 2005. The amended version no longer contains the age restriction of 18-to-21 year olds possessing certain firearms, language to weaken the state’s firearms preemption statute and no longer implements Ballot Measure 114.
This amended bill is headed to the governor’s desk for her consideration, who has already stated that she supports HB 2005.
