On Monday, February 2, the opening day of the 2026 legislative session, the House Committee on Judiciary has scheduled a public hearing on HB 4145, a bill to implement and modify provisions of Ballot Measure 114, including expanding processing timelines, increasing fees, delaying enforcement, and adjusting training and eligibility.

Key Impacts of HB 4145
If passed, HB 4145 will:
- raises firearm permit fee from $65 to $150,
- doubles the background check/permit review window from 30 to 60 days
- gives an exemption to on and off-duty law enforcement from the permit requirement and magazine capacity limitations, and
- extends the start date for mandatory purchase permits to January 1, 2028.
The Failure of Measure 114 “Fixes”
The bottom line: you do not fix a law three times unless the foundation is rotten. The continued return to “fix” shows that this policy is unworkable, unaffordable, and let’s not forget already ruled unconstitutional.
