Last month, the Kansas 2025 legislative session adjourned sine die. This means the regular session is completed for the year.
This year, the legislative session was quiet for sportsmen, and only a handful of sportsmen-related bills were introduced, one of which was vetoed by Governor Kelly.
HB 2028 requires the Kansas Department of Wildlife and Parks to offer discounted resident senior combination hunting and fishing passes to residents who are 65 years of age or older and removes the expiration date for Kansas kids’ lifetime combination hunting and fishing licenses. HB 2028 passed the House by a vote of 111 to 11 and passed the Senate by a vote of 37 to 3. This bill went to conference committee where the House adopted the conference committee report by a vote of 65 to 59 and the Senate adopted the report by a unanimous vote. Governor Laura Kelly vetoed the bill on April 10.
SB 213 prohibits nonresidents from hunting migratory waterfowl during certain times and places and increasing fees for migratory waterfowl habitat stamps. SB 218 passed the Senate by a vote of 38 to 1 but failed to be heard in the House before sine die.
HCR 5006 was a resolution to propose a constitutional amendment to amend section 4 of the Kansas Bill of Rights to recognize the right to bear arms as a fundamental right that includes the possession and use of ammunition, firearm accessories and firearm components, and that any restrictions on such rights are subject to the strict scrutiny standard. The House Federal and State Affairs Committee recommended HCR 5006 be adopted, unfortunately the House failed to bring the resolution up for a vote.
Even though the 2025 legislative session is over, the Sportsmen’s Alliance will continue to monitor activities in the Sunflower State. You never know when issues that sportsmen need to be aware of may arise.
