Yesterday, Monday, May 29, the Texas 2023 legislative session adjourned sine die. This means the regular legislative session is completed for the year. Below is an update on the bills that the Sportsmen’s Alliance reported on during the session.
House Bill 3137 has been sent to Governor Greg Abbott for his consideration. This important legislation prohibits counties and municipalities from adopting and enforcing regulations requiring a firearm owner to obtain liability insurance.
The following anti-sportsmen bills were defeated:
House Bill 236 requires all firearms sales, even by private individuals, must be conducted through federally licensed retailers (FFLs).
Bill 298 imposes an arbitrary three-business day waiting period on all firearms transfers by FFL dealers.
House Bill 2744 prohibits those under the age of 21 from purchasing most semi-automatic rifles.

One sportsmen-related bill could pull sporting dog breeders into the state’s commercial licensing scheme was also signed into law by Governor Abbott, and the Sportsmen’s Alliance will carefully monitor the situation to watch for government harassment of hobby breeders going forward.
House Bill 2238 expands dog breeder licensing across the state but does include an exemption for sporting dog hobby breeders, depending on how the new law is enforced by state bureaucrats.
Even though the 2023 legislative session is over, the Sportsmen’s Alliance will continue to monitor activities in the Lone Star State as you never know when issues that sportsmen need to be aware of may arise.
