Yesterday, two bills harmful to California sportsmen were scheduled for a hearing in the Senate Public Safety Committee.
Senate Bill 1253, requiring all firearm owners to possess a firearm safety certificate (FSC), was passed by a vote of 4 to 1. It has been referred to the Senate Appropriations Committee, but not yet scheduled for a hearing. We will continue to monitor SB 1253 and will alert you when action is needed.
Current law requires sportsmen and gun owners to obtain a Firearm Safety Card to purchase or receive a firearm. SB 1253 amends this law to prohibit otherwise law-abiding individuals from possessing a firearm unless they obtain and continue to possess a Firearm Safety Card, which must be renewed every five years. Individuals under the age of 18 are prohibited from obtaining a Firearm Safety Card, therefore prohibiting them from possessing a firearm should SB 1253 pass.
At the author’s request, Senator Anthony Portantino, Senate Bill 1160 was not heard in committee. Knowing Senator Portantino is not one to give up on a bill that restricts freedom, we will continue to monitor its status of SB 1160 and notify you should SB 1160 be rescheduled for a hearing.
SB 1160 requires ALL firearms kept in the state to be annually registered with the Department of Justice by the owner of the firearm(s) and to pay an unknown fee to maintain the registration system. Sportsmen and gun owners are required to register their firearms by July 1, 2025, if the bill is signed into law, or they may surrender them to local law enforcement. Those who do not register their firearms will be subject to a fine of $1,000.
