Senate Rule 28.8 was applied to Assembly Bill 1587, the credit card tracking bill. This means committee chairman and gun control advocate, Senator Anthony Portantino, determined that any state cost related to AB 1587 is not significant and sent it to second reading in the Senate. Yesterday, August 23, AB 1587 passed second reading and can be heard on the Senate floor at any time. If you have not already contacted your state Senator or would like to do so again, please use our Take Action button TODAY to ensure your state Senator knows you are opposed to having your credit card purchases tracked.
Last week, the Senate Appropriations Committee sent Assembly Bill 28, the firearm and ammunition “Sin” Tax bill, to the suspense file. This means AB 28 will not be heard again until either Thursday, August 31, or Friday, September 1. September 1 is the last day for fiscal committees to meet and pass bills to the Floor.
No action is needed at this time but keep an eye on your email for when action is needed as it gets closer to the hearing days for the suspense file.
As previously reported, AB 1587, the multi-housing bill that was a “bait and switch” now requires specified entities that facilitate or process a payment card transaction to track the purchases of firearms and ammunition with a new merchant code. The gun control majority legislature is still pushing forward with AB 1587 despite the credit card companies stopping the implementation of this new merchant code.
AB 28, the “sin” tax bill imposes an additional 11% tax on the gross receipt from the retail sale of any firearm, firearm precursor part, or ammunition and establishes the “Gun Violence Prevention, Healing, and Recovery Fund,” and the additional 11% tax will go towards funding.
